Damage Control Olympics Program

EVENT 1:  P-100 Fire Fighting Drill
Each team will consist of 1 pump operator (with hearing protection) and 5 hose personnel (2 on each hose and one team leader). The team will be required to rig a P-100 pump, don complete fire fighting ensemble and discharge water via two (2) 1 ½ fire hoses to attack a live fire. This will be a timed event.  Time will stop when team is effectively applying fire fighting water to the fire.

Once the pump is running and water has been “test discharged” from the nozzle, there will be a safety pause (Stop watch will stop) for Staff to ensure all team members are prepared to approach the fire. The safety pause will be no longer than 10 seconds.  Teams requiring more than 10 seconds to be ready will be penalized the extra time.

The team will approach the fire and sweep it out.  Fire will go out when Lead Instructor has determined fire-fighting effort is successful, and time will stop.

EVENT 2:  Dress-Out Drill / SCBA Relay Race

Each team will consist of 4 personnel; two (2) personnel will dress out in complete fire fighting gear.  The other two will assist in the dress out.  The two teams will be approximately 50 feet apart. They then will be required to assemble 1 SCBA, don the SCBA and face piece, run / jog to next team member who will be approximately 50 feet away, and remove SCBA. Next member will don the SCBA, run back to starting point and remove SCBA. On their second run, the team member will be required to change out SCBA cylinder, don SCBA and run to next team member, then remove SCBA. Last team member will then don SCBA and run back to start / finish point. This will be a timed event.  Staff will not allow team members to advance to next point if SCBA is not donned properly.

Time will be added for incomplete or improper dress out at 10 seconds per violation. Time will stop when the final team member crosses the line for the second time.

EVENT 3: Pipe Patch Drill
This event will be a combination timed and leakage rate evolution. Teams will consist of 2 personnel and
will be required to isolate water flow through a piping system. They then will have 30 minutes to complete a soft patch on the pipe rupture (1). At the 30 minute mark, the isolation valves will be opened and Staff will determine the winner by the leakage rate. NO EWARP Kits

Bonus points will be awarded for completing this drill in less than 30 minutes:  ½ point for each 5 minutes early.

EVENT 4:  Timed Port-side Interior Fire Attack

This event will require all team members (no more than 10) to participate. Team members will assemble on main deck, the event will start, and all team members will dress out in fire fighting ensembles, S.C.B.A., etc. Hose will be rigged and entry made into the structure, then hose will be advanced to the top of the post office ladder. Hoses will be  lowered down and the fire team will proceed down the ladder. A second hose will be laid out and charged, but does not have to be used. The team then makes entry into the engine room, then to the crew lounge and attacks the fire.  Staff will observe hose movement and fire attack. Once fire is determined to be extinguished by Staff, the fire team backs out of crew lounge, exits via the Post Office ladder, and backs hoses out to the main deck. This event will be a timed evolution, with Staff observing for safe practices

EVENT 5: Search & Rescue Drill

This event will require 4 team members (2 teams of 2).  Team members will dress out in full gear and S.C.B.A., enter the Officers Quarters area and perform a search for a victim. Once found, the first team evacuates and the second team enters and performs a rescue and removal of victim/s to a safe area.  Staff will observe teams for safe practices, proper search patterns, and safe movement in a zero visibility compartment. Teams will be judged on proper search patterns, proper team movement, and proper movement of victims. This will be a timed event and speed is of vital importance.

Tie Breaker

In the event of a tie between two vessels, the winner will be declared by the following timed event:

A 4-member team will close the OS&Y valve to the fire main system, rig a wye gate, 50 feet of 1-1/2 hose, inline educator, another 50 feet of 1-1/2 hose and then a nozzle.  Water supply will then be opened and team will establish foam flow.  Time will stop when a blanket of foam is established over the fire area.

FOR IMMEDIATE RELEASE

Fort Lauderdale, FL, March 16, 2011  --  RESOLVE Marine Group has successfully raised and refloated the “Machinist” drydock at Guam Shipyard in Apra Harbor, Guam. The 825 ft drydock sank on January 2, 2011 during a rough weather event.  RESOLVE, a marine salvage and emergency response company with extensive worldwide experience -- including prior experience raising drydocks,-- was the successful bidder for the job.  RESOLVE began the salvage job on January 31 and successfully refloated the drydock on March 3.

RESOLVE’s Salvage Master, Salvage Engineer, and salvage divers first conducted a comprehensive casualty assessment to determine the structural and watertight conditions of the drydock and to ascertain the status of drydock systems.  A detailed engineering analysis was undertaken and a Salvage Plan was developed and implemented, involving extensive preparatory work both topside and underwater. Given the deep submergence of the drydock well beyond normal operating limits, great care was taken to minimize hydrostatic pressures on tank boundaries during the refloating, and to keep global hull stresses and stability within allowable limits.  The U.S. Coast Guard and U.S. Navy reviewed and approved the complex salvage plan.
Due to the extensive maintenance being performed on the drydock prior to sinking, a large portion of its pumping system was inoperable. To overcome this challenge, RESOLVE mobilized 12 high-capacity electric salvage pumps.  Additionally, numerous gauging systems were established to monitor tank pressures and condition throughout the refloat operation.  “Large sunken drydocks are notorious for testing your skill and tenacity, and this was no exception,” said RESOLVE Salvage Master Todd Schauer.  “We were fortunate to have the support of an outstanding team including our client Guam Shipyard, as well as Heger Drydock and Mako Diving.”
RESOLVE Marine Group is a leading, multi-faceted marine services group specializing in marine salvage, firefighting, OPA90 SMFF emergency response, wreck removal and maritime training  worldwide. RESOLVE delivers comprehensive marine services through its three divisions:  RESOLVE Salvage & Fire, RESOLVE Marine Services and Resolve Maritime Academy. RESOLVE maintains fully equipped operations bases in the United States, Europe and Asia. To learn more about RESOLVE Marine Group and the full range of services offered, visit www.resolvemarine.com.

FOR IMMEDIATE RELEASE

Fort Lauderdale, FL, February 28, 2011 - Resolve Maritime Academy (Academy), a subsidiary of RESOLVE Marine Group, Inc. (RESOLVE), announced the expansion of its maritime safety course offerings, and plans for the opening of a new Simulation Training Center in early 2012. The Port Everglades and Fort Lauderdale, Florida-based Resolve Maritime Academy is RESOLVE’s maritime training division, specializing in shipboard fire, safety and hazardous materials response training. The Academy offers maritime certification courses for cruise line, tanker and cargo vessel personnel and private yacht crew.

The Academy  is the only maritime training facility which  incorporates actual in-house emergency response experience into the curriculum, thus adding a level of realism and practical experience unmatched by other training facilities.  Academy instructors have responded to many vessel fires and worked on numerous salvage and recovery jobs and special projects undertaken by RESOLVE, and bring hands-on relevant experience to the courses they teach.

At the heart of the Academy training program is the T/V Gray Manatee, a 140' LOA shipboard firefighting simulator designed specifically for marine firefighting training.  The fully compartmentalized vessel simulator has over 20 separate compartments, connected by  horizontal and vertical passageways. Additionally, the multiple watertight doors and hatches, an engine room complete with a marine power plant, galley, catwalks, and other features provide the student with a challenging training environment.

In addition to an array of course offerings, and in response to industry demand, the Academy works with clients to meet specific training needs, such as:

Mobile training team (Classroom at client’s site/practical at Resolve’s Fire Fighting Trainer)
Customized classroom/practical instruction (To satisfy client Standard Operating Procedures)
On-board training (Basic & Advance Firefighting, CPR/1stAid/AED, Train the Trainer)
Shipboard inspections (Fire Hazards & Assessments)
Review and development of Shipboard Fire Fighting Procedures

Since its inception, the Academy has grown to become a world-renowned institution that is a Det Norske Veritas Certified Marine Training Center utilizing the ISO-9000 guidelines.
In addition to Det Norske Veritas, Resolve Maritime Academy is approved or certified by numerous internationally recognized agencies including the United States Coast Guard, UK Maritime and Coastguard Agency, and the Norwegian Maritime Directorate.  All Academy programs are administered through a rigorous Total Quality Management program.

PLANS FOR THE FUTURE

Resolve Maritime Academy is focused on the future training needs of maritime industry clients. Its proximity to Port Everglades and the ports of Miami and Palm Beach position the Academy to expand training offerings to meet the needs of the marketplace.  For example, in the area of safety training, the Academy will add a Mass Evacuation System Course to be offered at Port Everglades.

In addition to safety training, the Academy will open a new Simulation Training Center in early 2012 featuring a state-of-the-art suite of simulators and classroom facilities, combined with “industry leading Maritime Human Factors Training”.  The Training Center will be located at RESOLVE’s new corporate headquarters, adjacent to Port Everglades.

The Simulation Training Center will initially house two DNV certified Class ‘A’ Full Mission Bridge Simulators, which offer training including:

Full Mission Bridge Simulator Training;
Bridge Resource Management (BRM) Engine Resource Management (ERM) training, with or without simulation;
Communication & leadership development for all ranks and employees;
Skill training for different systems as ECDIS, ARPA, DP, etc.;
Train the trainer courses incorporating aviation training principles meeting STCW demands;

New OPA90  Compliance Deadline Looms for U.S. Bound Tankers
Fort Lauderdale, FL, February 9, 2011 – RESOLVE Salvage & Fire (Americas), the emergency response division of international maritime emergency services contractor RESOLVE Marine Group, announced today that the U.S. Coast Guard has approved RESOLVE to help oil tanker vessel owners comply with new OPA90 requirements by the February 22, 2011 deadline.

The USCG has already begun issuing Interim Operating Authorizations (IOA) for tank vessels that cite RESOLVE in their OPA90 Vessel Response Plans.  With an IOA in hand, RESOLVE client vessels will be permitted to continue carrying  petroleum cargoes in U.S. waters after February 22, when the new, more stringent OPA90 regulations become effective.  Vessel owners who have not yet filed Vessel Response Plans can comply with the impending USCG requirements by citing RESOLVE as their Salvage and Marine Firefighting responder and still expect timely approval of their plans by the deadline.

RESOLVE has pre-positioned equipment and personnel in many Captain of the Port Zones , to rapidly deploy for any tank vessel fire or other marine casualty event, anywhere in U.S. waters.  RESOLVE’s Salvage and Marine Firefighting coverage is available to tank vessel owners at no charge through 2011.

RESOLVE, T&T Bisso Form Firefighting Coalition

Tankers and Ports to Benefit from Increased Capacity

Fort Lauderdale, FL, January 31, 2011 -- RESOLVE Marine Group and T&T Bisso have announced their coalition for Marine Firefighting services in U.S. waters. This agreement combines both companies' extensive firefighting infrastructure to produce overlapping coverage and higher volume firefighting capacity throughout the U.S. This coalition was crafted specifically to help tank vessel operators fully comply with the new Oil Pollution Act of 1990 regulations that will be effective on February 22, 2011.

The regulations require that all tanker and tank barge owners operating in U.S. waters update their existing USCG-approved Vessel Response Plan (VRP) with a Salvage and Marine Firefighting (SMFF) plan. Tank vessel owners must certify they have pre-contracted firefighting services, equipment, and trained response personnel. During the past three years, both RESOLVE and T&T Bisso developed comprehensive in-house firefighting response systems which include newly purchased, custom-built equipment and networks of trained maritime firefighters to meet any vessel response needs.

"These new regulations required a substantial capital investment just to meet the minimum planning requirements," said Captain Farhat Imam, COO of RESOLVE. "When RESOLVE talked with T&T Bisso, we both agreed that meeting the minimum regulatory requirement just wasn't enough. By combining and strategically locating our firefighting equipment - equipment owned and operated by RESOLVE and T&T Bisso -- we can assure tanker operators realistic, operational coverage for any emergency event."

Mauricio Garrido, President of T&T Bisso: "Shipboard fires don't occur that often, but when they do you must have the best gear and trained personnel available. The T&T Bisso-RESOLVE team achieves just that. The decision to pool resources was catalyzed by several tanker operators who opted to list both RESOLVE and T&T Bisso so as to ensure the best possible coverage and the reluctance of most public fire departments to support the tanker industry. We know that - together - T&T Bisso and RESOLVE have the most concrete and realistic coverage available."

The RESOLVE-T&T BISSO coalition has been well-received by the USCG during their unprecedented vetting of firefighting in each and every port. This partnership is a positive outcome of the regulatory process. Neither company reduced their outlay of equipment. Instead, where a port was double-covered, equipment was moved to outlying ports to provide faster and more effective coverage. The T&T Bisso-RESOLVE coalition pre-positions 45 high-volume marine fire pumps throughout the coverage area and makes over two million gallons of firefighting foam available throughout the U.S.

FOR IMMEDIATE RELEASE

pioneer_w_plume_400Fort Lauderdale, FL, December 6, 2010 – RESOLVE Marine Group, the U.S.-based marine salvage and firefighting company,  announced today that the RESOLVE Pioneer, has been stationed in Key West, Florida, USA.
The Resolve Pioneer AHTS, a multi-service vessel with ice class hull and 80-ton bollard pull, is stationed in Key West for an indefinite period -- for emergency response and salvage standby for tanker and other commercial vessel casualties in the Gulf of Mexico, the Caribbean and the U.S. east coast.  The Pioneer had recently been deployed to support skimming operations throughout the Gulf of Mexico (GOM), arriving shortly after the Deepwater Horizon rig explosion to lend assistance with the firefighting effort.  After the rig sank, the Pioneer was outfitted and engaged in offshore skimming operations throughout the Gulf from April until the fall of 2010.   RESOLVE Marine Group managed a fleet of 120 vessels during the GOM clean-up operations.
Since demobilization in the Gulf, the Pioneer was fitted out for enhanced fire-fighting capabilities to satisfy FiFi-1 requirements.  Two specially designed through-hull suction wells were installed to support the vessel’s on-deck firefighting equipment. The unique 16” diameter well design delivers proper flow to the vessel’s fire pumps even while underway or operating in a seaway, something difficult to achieve with typical, temporary “hose over the side” installations.  The wells provide each of the vessel’s 14” fire pumps with over 5,200 GPM of flow.
The Pioneer is standing ready in Key West to respond to any commercial tanker, container, or bulk cargo vessel or cruise ship that might have an emergency such as a grounding, oil spill,  shipboard explosion or fire, or otherwise threaten the sensitive Keys, Caribbean, Gulf or Atlantic marine ecosystems.  It is unusual for a salvage company to pre-position a vessel like the Resolve Pioneer for “dedicated salvage” standby, with no other service retainers or assignments. The strategic positioning of the Pioneer in Key West is part of RESOLVE’s commitment to provide salvage and marine firefighting coverage in all U.S. waters.  The Pioneer is just one of the RESOLVE fleet of emergency response vessels that are standing by for rapid deployment in the event of maritime casualties in U.S. waters.
RESOLVE has floating assets, equipment depots, and a network of emergency response providers in all major U.S. ports and COTP zones to meet the U.S. Coast Guard’s (USCG) new requirements for Salvage and Marine Firefighting response for tanker vessels. RESOLVE meets all salvage and marine firefighting requirements for Vessel Response Plans (VRP), for full compliance with the newly amended Oil Pollution Act of 1990 (OPA90 ) regulations.   The revised USCG OPA90 regulations, with more stringent requirements for oil tanker vessels trading in U.S. waters, are effective February 22, 2011.
By that date, tanker vessels that trade in U.S. waters will be required to name RESOLVE or another salvage and marine firefighting company in their Vessel Response Plans to comply with the new regulations.  The OPA90 regulations were designed to prevent marine casualties like the Exxon Valdez from occurring, by having emergency responders and equipment standing by for immediate deployment in all U.S. waters. RESOLVE is one of a few marine salvage companies that respond to oil tanker vessel casualties, and is the named responder for more than 1000 tankers that trade in U.S.waters.

MIAMI- A concerted response by technical experts from US Coast Guard (USCG), New York City Fire Department (FDNY) and Resolve Salvage & Fire (Americas), Inc. averted the risk of a toxic material release from a chemical carrier anchored in Gravesend Bay near Brooklyn last week. The 135 -meter chemical parcel tanker Sichem Defiance experienced a cargo tank rupture while loading ethanol at Gravesend Bay anchorage in New York Harbor, creating a volatile situation involving highly flammable cargo.   The rupture involved significant structural damage to the deck and cargo tank boundaries as well as ethanol transfer into numerous ballast tanks that were not designed to contain flammable cargo.  The breached deck also enabled flow of ethanol vapors onto the deck of the tanker, creating a very hazardous and flammable environment, with a high risk of explosion.RESOLVE managed the sensitive operation by first conducting temporary repairs to seal the deck openings and control the flow of vapors from the affected tanks.  A plan was then developed to transfer cargo away from affected/damaged tanks in order to gain access to the damage for thorough inspection.  This included internal transfers using the ship's pumps as well as over the top transfers of ethanol using RESOLVE’s portable hydraulic chemical transfer pumps.  RESOLVE assisted in engineering the detailed transfer sequence to minimize hull stresses in way of the damaged section.  Throughout the job, RESOLVE staff conducted continuous air monitoring throughout the vessel and maintained firefighting equipment at the ready, in coordination with the New York Fire Department.
Resolve Marine Group Inc. provides emergency response around the world to vessels in distress. RESOLVE Salvage and Fire (Americas)Inc. specializes in Emergency Lightering, Firefighting, Vessel Response Plan Assistance, and OPA 90 Salvage & Marine Firefighting coverage. FOR IMMEDIATE RELEASE

Fort Lauderdale, FL, October 4, 2010 – RESOLVE Marine Group, the marine salvage and firefighting company, announced today that they will forego charging their OPA-90 clients retainer fees through 2011.  While other salvage and marine firefighting companies have announced  per vessel fees of $250 or $500 per year, RESOLVE guarantees their policy of “no retainer or administrative fees through 2011”.

Captain Farhat Imam, Chief Operating Officer at RESOLVE said, “We expect the OPA-90 response business sector to stabilize before we make any decision regarding 2012 fees.  RESOLVE assures the industry that any retainers the company may charge in 2012 through 2015 will be extremely competitive, and never the highest.”

The USCG OPA-90 regulations finalized requirements for salvage and marine fighting response (SMFF) on December 31, 2008.  February 22, 2011 is the deadline for most Vessel Response Plans to include a SMFF section with a named and contracted primary responder.  The USCG issued further guidance on this implementation September 27th with NVIC 2-10.  RESOLVE completed a thorough review of NVIC 2-10 and adapted their response posture to better serve any plan holders contracting with RESOLVE.

“RESOLVE is at the forefront of this new regulatory implementation.  We are ensuring that plan holders who cite RESOLVE in their vessel response plans are meeting every letter of the new law.  RESOLVE has already issued a number of Funding Agreements, and we are ramped up to review vessel pre-fire plans through the February 22 deadline.  Some of the first plans being reviewed by the USCG since September 1st have named RESOLVE Marine Group as their primary SMFF responder,” said RESOLVE’s Director of Regulatory Affairs, Matt Hahne.

RESOLVE has resources and equipment depots in all major U.S. ports and COTP zones to meet the USCG’s requirements for SMFF response, under the new OPA-90 regulations.  RESOLVE personnel and equipment are located for rapid deployment to any vessel fire or casualty that could result in an oil spill, anywhere within United States waters.  With its increased capacity, RESOLVE meets all salvage and marine firefighting requirements for Vessel Response Plans (VRP), for full compliance with the newly amended Oil Pollution Act of 1990 (OPA90 ) regulations.

FOR IMMEDIATE RELEASE

New Orleans, LA, September 13, 2010 – Resolve Marine Group (RESOLVE)  has opened a New Orleans base of operations at 643 Magazine Street, Suite 304.  The marine salvage, firefighting and emergency response company is headquartered in Fort Lauderdale, FL and maintains operations in Theodore, Alabama, as well as London, UK and in Singapore. The New Orleans location strengthens Resolve’s commitment to the maritime industry in the Gulf states and expands the marine salvor’s reach along the Gulf Coast and into the Mississippi River corridor. Since April, RESOLVE has operated a fleet of more than 100  vessels out of Theodore, AL in support of the Deepwater Horizon oil spill skimming and related operations in four Gulf states and offshore, as a subcontractor to BP.

Heading RESOLVE’s  New Orleans base is former Coast Guardsmen Matthew Hahne. Hahne joins the company as Director of Regulatory Affairs and will focus on OPA-90 implementation, offshore immediate response regulations, and tank barge response, among other marine services for tanker, cargo and other large commercial vessels.

“Matt brings to RESOLVE more than 20 years’ experience in the commercial maritime industry. He is a veteran emergency responder in south Louisiana, where he was the Navy’s liaison to the State during Hurricanes Gustav, Ike and other storms. With four  of the United States’ top fifteen ports here in the Mississippi corridor, we are well positioned to meet the emergency response needs of commercial vessels throughout the Gulf and lower Mississippi.

A New Orleans presence was the logical next step in our company’s growth”,  said Joe Farrell, President and Founder of RESOLVE.

Hahne was most recently with the U.S. Coast Guard’s (USCG) Eighth District where he was instrumental in developing commercial ship decontamination plans for the Deepwater Horizon spill response.  While with the USCG, Hahne was recalled by the Navy Reserve to be the interim Haitian Port Director for Operation Unified Response following the 2010 earthquake.  Hahne led a multi-agency, international government-commercial team in rebuilding Haitian ports.  RESOLVE Marine Group was among those commercial team members arriving with relief supplies, and later worked with Hahne to clear obstructions and rebuild the ports.

FOR IMMEDIATE RELEASE

Fort Lauderdale, Florida, July 27, 2010 - Resolve Marine Group and Five Oceans Salvage presented the new United States' OPA-90 regulations governing all tank vessels entering U.S. waters, on July 14, 2010 in Athens, Greece. Tanker and cargo ship owners, representatives and managers attended a reception hosted by Athens based Five Oceans Salvage and a presentation by Resolve Marine Group, a U.S. based salvage and marine firefighting company, to learn about the new requirements which are effective February 22, 2011. All tank and cargo vessels entering U.S. waters as of the February deadline must have filed a comprehensive Vessel Response Plan (VRP) with the U.S. Coast Guard. Captain Farhat Imam, Chief Operations Officer of Resolve Marine Group, described the specific requirements and procedures for a Vessel Response Plan in his presentation. In addition to naming a Qualified Individual, a Spill Manager and an Oil Spill Response Organization, shipping entities must name a Salvage, Firefighting and Lightering company to manage emergency and crisis response services. Resolve Marine Group presented their Funding Agreement, a pre-approved contract governing relationships with subcontractors who provide essential equipment and services in emergency response situations. The Funding Agreement effectively prevents delays in emergency response that could occur while contacts are negotiated. Resolve's Funding Agreement encompasses all necessary Salvage, Towage and Firefighting capabilities, is approved by the U.S. Coast Guard, and conforms with the International Group guidelines for salvor contracts within Vessel Response Plans. Resolve is equipped and prepared to manage all Salvage, Firefighting and Lightering requirements of OPA-90 regulations in U.S. waters. FOR IMMEDIATE RELEASE

Port Arthur, TX - January 2010

Resolve Marine Responds to Eagle OtomeEagle Otome Accident Oil Spill

On January 23rd, an emergency response team from Resolve Salvage and Fire (Americas), Inc. responded to a call from an OPA 90-client after a crude oil tanker collided with a barge at Port Arthur in the Sabine-Neches Waterway. The barge had penetrated two of the tanker's forward cargo tanks. Locked together and grounded across the narrow channel, the casualty vessels blocked supply shipments to local refineries. Several nearby communities had begun evacuation.

500,000 bbl capacity oil tanker transiting inbound in the ship channel at Port Arthur, Texas loaded with crude oil had a steering failure and collided with an inland tank barge and came to rest aground and sideways in the channel with the bow of the barge stuck in the bow of the ship. The damaged breached the No. 1 S cargo tank and approx. 10,000 bbl of crude oil was spilled from the tank. The crude oil had a high hydrogen sulfide content (a very lethal gas) and resulted in the evacuation of surrounding communities. The hydrogen sulfide gas created a very hazardous environment for working on and near the ship.

Developed immediate plan for fire suppression and fire standby including high capacity bulk foam capability and 24 hr standby with fire teams. Stabilized the vessel in place using 4 tugs - ship and barge separated during a shift in current and were thus stabilized separately. Developed salvage plan to include lightering of cargo from through the side damage and from the wing ballast tank to drop the level of crude well below the damage to enable a safe transit condition out of the ship channel. Brought lightering barge alongside and commenced lightering operation - all salvage crew in protective air breathing apparatus and fire suits. Utilized high flow fire monitors for hydraulic ventilation to direct hydrogen sulfide vapors away from area during operations.

FOR IMMEDIATE RELEASE

PORT EVERGLADES, FL - On December 18th Resolve Marine undertook a search to recover an anchor and over 1,000 feet of chain lost by C.V. Cap Mondego in the Port Everglades Anchorage two miles off the Fort Lauderdale beaches.

Using side scan sonar and magnetometer technologies and starting from coordinates provided by the ship, Resolve's search pattern ultimately covered approximately two square miles in waters 550 ft. deep. The electronic survey revealed several substantial anomalies in the vicinity of the point where the anchor was reportedly lost.

Based on the survey's findings, salvage tug Resolve Pioneer was outfitted with a large anchor hawk and grappling gear sized for the lost anchor and chain, an estimated weight of almost 60 tons. The tug started the physical search on January 2nd. After two days searching the area and raising several large masses of wire rigging, the tug raised a long length of heavy chain to the surface. A dive survey verified that the object hooked was indeed part of an anchor rode. Using the tug's shark jaws and main tow winch, 12 shots of chain and a ship's bow anchor were raised to the work deck. Search and recovery were completed in only a few hours.

FOR IMMEDIATE RELEASE

Salvage crews from international salvage company Resolve Marine Group, Inc. have begun recovery work this week on the iron ore carrying vessel ‘Black Rose’ which sank last month in the Bay of Bengal, India.

Resolve’s team was awarded the tender by the Paradip Port Trust and will be pumping some 925 tonnes of fuel oil and 50 tonnes of diesel oil, as reported by officials, from the stricken ship which sank with the loss of one life 5km off the Paradip coastline on September 9th. The accident spot is close to the Gahirmatha marine sanctuary, one of the world’s few remaining nesting sites for the endangered Olive Ridley sea turtles.

The Mongolian flagged vessel was carrying about 25,000 tonnes of iron ore fines as well as 975 tonnes of fuel oil & diesel oil, which is believed to be secure within a double bottom tank.

Resolve has dispatched a team of seven personnel to complete the task and will utilize local dive resources when possible. The team arrived last week and is already well underway as of this week. This team consists of a select group of salvage masters, engineers, and commercial divers who were chosen for their familiarity with this environmentally delicate project.

Furthermore, due to the environmentally sensitive nature of this project, the proximity to the nature preserve, and the highly flammable contents being removed, Resolve is doing everything in its power to assure that proper precautions are taken. The most environmentally friendly & proven techniques are being utilized and the pollutants will be removed in the most expeditious timeframe possible.

Resolve anticipates that the project will last approximately four to six weeks baring any unforeseen setbacks. Currently, the only variable Resolve can foresee as an issue is the weather in the area. There is a small window of relatively calm weather in which Resolve plans to complete this project. If there are any variations from the current forecasts or projections, Resolve will work diligently to assure its completion date is minimally altered.

Resolve’s project scope entails the removal of the fuel oil and diesel oil from the vessels tanks only. The capsized condition of the vessel and the remaining 25,000 tonnes of iron ore prevent the vessel from being refloated and will be treated as a wreck removal. The wreck removal will be a separate project that Resolve hopes to be tasked with given their familiarity with this project thus far.

Paradip Port Trust authorities chose Resolve to carry out this work because of the company’s “vast experience in salvaging fuel from sunken ships,” according to PPT chairman Mr. Raghuramiah.

Captain Farhat Imam, Chief Operations Officer for Resolve Marine Group, was quoted as saying,
“Given the sensitive nature of this undertaking, we want to make it noted that the Paradip Port Trust has been absolutely crucial in facilitating and expediting our efforts on this project and the cooperation, thus far, from local authorities has been excellent.”

FOR IMMEDIATE RELEASE

On November 11th, 2005 a double-hulled tank barge struck underwater debris which gouged a 35 x 6 hole in the vessels starboard bow, puncturing both hulls and damaging the number one cargo tank. The vessel was carrying approximately 5 million gallons of #6 fuel oil when it capsized approximately 30 miles offshore.

Resolve was called upon to provide a detailed salvage plan as well as all resources and expertise required to lighter the cargo and bring the hull safely afloat and deliver it to safe harbor. Resolve has built its reputation by taking on this type of unique project and was thus the most qualified emergency salvage contractor to tackle this job.

The Resolve Team of Salvage Masters, Divers and Technicians provided a heavy weather mooring plan, dive surveys, damage control, systems design and installation, dewatering, selective ballasting, contaminated ballast control, refloating, debris recovery, pollution control and safe towing of the vessel to port while minimizing the risk of any further oil leakage or pollution. The 245 foot barge was hard aground on a levee in the Michoud Canal, which is in the surrounding New Orleans area. There was a major concern that the barge might be pushed through the levee due to the possible threat of Hurricane Ike.

This time sensitive mission was led by project managers Todd Schauer and Troy Caras, salvage/dive technicians Wes Woessner, Bill Rittenhouse, and Rudy DeJesus, and Capt. Bill Stetcher, Robert Stamps, Marty Dempsey, Matt Logan, Andy Moon, Al Breed, and Ed Champagne of the RESOLVE PIONEER and tug LEWIS M.

Initially Resolve was going to secure the barge with multiple anchors. Instead the team ballasted her down on one side and refloated her. The RESOLVE PIONEER was used to tow the barge off of the levee and down the canal while the tug LEWIS M assisted at the stern.

The grounded vessel off the shipping channel

-Miami, FL U.S.A.

Resolve Marine Group, Inc. was called upon to refloat a grounded container ship at the entrance to the Port of Miami. The vessel lost power and steering capabilities which caused it to run hard aground just off the shipping channel at Government Cut at the entrance to Port of Miami, FL.
The vessel sustained a 1 inch by 2 inch hull breach in way of the engine room which was secured by divers. Although the breach had been secured, the engine room had suffered substantial flooding; a half meter above the engine room deck, and needed to be pumped out before the vessel could be refloated.

The Resolve team included Frank Leckey, Peter Robinson, Bill Novillo, Clay Backus, Sean McFadden, and Ryan Morrison. After several hours of pumping the engine room, the high tide came in and with the support of two tugs, the vessel was successfully refloated around 8:45 p.m. on Thursday the 14th of August.

The vessel was then "pushed" via tug to a terminal at Port of Miami where the remainder of the water in the engine room and cargo hold, which had taken on water, was pumped out.

Once the engine room and cargo hold had been pumped out, a clean-up team was sent to power wash and clean the polluted compartments.

The day shift was responsible for starting the process and removing the bulk of the water from the wreck. The night shift took over from where the day shift left off and stripped the tanks of any remaining water.

(Left) The hull of the SEAWITCH is full of water before refloating begins; (Right) The vessels hull is emptied of water after the refloating process

During the day it took about 10 hours to empty the water from the holds and forward ballast tanks. The refloat plan was developed by a joint team effort between Resolve engineers and Glosten Associates. Our team of engineers included Roger Guerard, Kody Kurtz, and Todd Schauer. Glosten Associates was represented by Brad Lamkin. The Pump sequence was designed to minimize the stresses incurred within the hull during the refloat. The pumping was divided into two teams; the forward pump team led by Ray Fortin, the project's salvage master, and the aft pump team led by Todd Schauer. The two teams were comprised of Peter Brause, Jeff Thompson, Ron Pushak, and Brad Jackson.

In addition to using pumps, Resolve also implemented chain pullers to stabilize the vessel during refloat. The chain pullers, one on each side of the vessel, were connected to chains that ran underneath the vessel. The purpose of the chains was to prevent the vessel from rolling during refloat. The chain pullers were operated by Mike Carista, Timothy Hartwick, Beau Hartwick, Ivan Perez, James Hartwick, and Tom Crawford. Each chain puller was assisted with a crane to help move the chain. Each crane was skillfully operated by Ken Bradford and Jeremy Pulliam. Other members of the crew were on site helping out where ever a helping hand was needed. Both the project manager, Mike Morris, and the Manager of the staging area, Sean McAleer, could be found helping the pump teams lifting pumps and securing lines. Leah Broadwater, the project

Oct. 11th 2008, Port Arthur, TX

Resolve Marine was hired to refloat a 297' tank barge which was forced ashore due to Hurricane Ike. Because the barge was mostly ashore on solid ground, the Resolve team was faced with the task of using roller bladders which were placed under the barge and filled with air.

Resolve Mobilizing equipment from the U.S. Gulf Facility in Mobile Resolves 60 Ton American 7720 Crane lifting the vessel out of the water

Resolve on the job site

Resolve was recently hired by the USCG to clean up a number of derelict vessels in the waterways surrounding New Orleans and Lake Pontchartrain. The vessels have remained in their current conditions since Hurricane Katrina in 2005. Having removed hundreds of similar hurricane casualties, Resolve is very familiar with removing derelict vessels of the size, type, and number that are involved in the operation.

What makes this job so challenging is that the vessels are in very shallow waters, making it impossible for the larger tug to access. Therefore, Resolve is using a truckable sized tug of shallow draft that can be mobilized on the deck of the RMG 60 Crane Barge and deployed via the crane barge.

Resolve mobilized the RMG 60 Crane Barge using the tug Lewis M until it reached the draft area. Thereafter the tug Joey took the RMG 60 the rest of the way to the various job sites. All of the derelict vessels are currently posing pollution and/or navigational hazards where they are located.

Resolve has continued to pull vessels and debris from the water over the past few months. After they are pulled out of the water, they are cut up onboard the support barge.

Resolve is led by Project Manager Tim McKinnis, Project Coordinator Jennifer Riefler, crane operator Danny Horning, divers, Wayne Maichak, and Robert Tyson, and salvage technicians Brad Bryars and Dirk McKinnis.

Resolve Transplanted Coral Shows Rapid Growth

FOR IMMEDIATE RELEASE

Resolve's work on coral reef restoration (together with Coastal Recovery by Farrell), has so far yielded excellent results. Resolve has placed artifical ceramic structures on the ocean floor to restore 3 dimensional structure, and then transplanted live coral onto the artificial reef structures. Over time, the coral overgrows these structures, gradually transforming an artificial creation into a thriving natural coral reef .

Staff Marine Biologist Dr. Michael Haley has been working with University of Miami biologists to rehabilitate damaged corals and restore live corals to damaged sites in South Florida. Mike and his team have been harvesting corals growing on the Osborne Tire Reef off Ft. Lauderdale, which consists of more than 2 million tires put down in the 1970s, and which is slated for removal. Resolve/Coastal Recovery carefully removes the corals growing on top of these tires and transports them to the University of Miami's laboratory on Rickenbacker Cay, one of the only facilities in the country that can successfully rear and fragment corals. Resolve has now transplanted corals grown in the lab. back into the sea to study how this technique can help damage from ship groundings.

So far, this study has yielded excellent results. The branching coral transplanted on the ceramic structures has increased in size by more than 67% in three months, a rate of growth that equals corals kept in the laboratory under ideal conditions, and actually exceeds the growth of the same species growing in the wild nearby. At current growth rates, the artificial reef structures will be overgrown by live coral in 1-2 years, and therefore this technique shows that coral reefs can be restored using this technique. Resolve and Coastal Recovery are the only private companies in the US that has now demonstrated the ability to restore coral reefs after they have been damaged.
